Some pipelines are not triggering

Between 10:21 and 10:36 UTC some users will have observed that pipelines did not run. This was caused by a change that we subsequently rolled back as soon as we observed impact. Any affected pipelines will need to be recreated with an empty commit or created manually via the UI/API.
