A fix has been implemented. You should see any jobs using Remote Docker, Machine Images, MacOS, and Windows slowly start as we get through the backlog.

Any jobs that are were started between 18:23-18-37 UTC and are currently stuck in Preparing Environment can be canceled and rerun. We are currently working through the backfill of jobs.
